Description: The Ohio Board of Regents was created in 1963, and consists of a nine member governor appointed board that formulates policies for higher education in Ohio; approves the founding of new state universities and community or technical colleges; reviews and submits appropriation and capital improvement budget requests; and authorizes the creation of university and college degree programs. The board organized the Regents Advisory Committee on Graduate Study (RACGS) in 1963, to advise it on what graduate degree programs should be created at Ohio's public universities and to recommend graduate degree program standards.
The RACGS staff keep graduate degree proposal files that contain: approved or discouraged proposals; and RACGS agenda, minutes, correspondence, and reports. Approved proposal files include: statements on the purpose of the new graduate programs; descriptions of the curriculum; explanations of courses to be offered; examples of how students would advance through the degree programs; and listings of university library, research, and equipment resources available to students. Approved proposals also contain outlines of procedures to be followed to ensure a program's proper management and funding. Information in the proposals' appendices include the vitae of the graduate faculty and occasionally consultants' reports. The date of the program's approval is written on the front cover of the proposal. The discouraged proposal files only contain reports and correspondence that outline the graduate degree program under review by RACGS. Scattered correspondence in these files indicates reasons for a proposal's rejection and may include suggestions on how to improve it. The files also include correspondence and memoranda with graduate deans of Ohio's public universities, the Chancellor and Board of Regents staff, and members of RACGS; and copies of agenda for and minutes of RACGS meetings, RACGS and out-of-state reports, and notes. Topics include creating standards for graduate degree programs and approval of graduate degree proposals.
