The Public Utilities Commission was created pursuant to the provisions of the Ohio Revised Code. At creation, the commission was vested with power and jurisdiction over the following companies: telegraph and telephone companies, electric light companies, gas companies, water companies, sewage disposal system companies, railroads, and motor carriers - both common and hired. Jurisdiction did not extend to municipally owned utilities, cooperatives, or entities operated not-for-profit, with the exception of telephone companies. Today, many of its responsibilities have been somewhat diminished by the assumption of duties by some of the other state agencies or by the demise of many of the private companies.
