The establishment of a permanent home for soldiers' orphans was first agitated for by the Grand Army of the Republic as early as 1869. Throughout the early 1870's, the Ohio General Assembly assumed responsibilities for the construction of permanent buildings for the housing of the orphaned children near Xenia, Ohio. In these early years, the legislature made appointments for the administration of the home. Throughout the years, the legislature funded the home and continued to appoint the governing board. The type of orphan was expanded to include those from indigent parents, who were veterans. The home continued in operation until the middle of the 1990's, but is expected to close in June of 1996.
