Rehabilitation and Corrections was established by legislation after the 1972 split up of the Department of Mental Hygiene and Corrections. It was created as an independent agency with sole responsibility to administer correctional services. The agency is responsible for administering and the operating of both the institutional and the community-related phases of Ohio's adult correctional system. The department is designed to protect society from criminal activity by operating a correctional system that humanely controls the behavior of offenders and provides them with the experiences and opportunities to change their behavior so it is acceptable to society.
