The delay of geting Returns from the Officers, and after all imperfect, has caused a delay in Compleating & forwarding this It will be seen that the deficiency of Arms & accoutremts. is very great, and I those on hand being so various in their make & bore as to present but an indifferent barrier to an Invading Enemy This among other things is no doubt a great cause of the present alarm, not only along our frontier, but even in the Interior The Governor is just about to set out for Marietta & informs me he has not yet recd. any instructions relative to the Rangers.
