HUNTINGTON TO WORTHINGTON

Zaneaville Feby 4th 1812

Dear Sir -

Permit me to mention to you the name of Wilson Elliott, Esq. as a proper person to be recomended to the Secretary at War & the President for an appointment in the Army about to be raised. He now resides at Warren in the County of Trumbull, but formerly lived in Pennsylvania -- & has served some time in the Navy of the United States -- His connections are respectable & his character & standing such that with his military term & general information, his friends believe his claims will be ex- hibited: and we have no doubt but in that capacity he would do honor to himself and the service -- I have not been acquainted with Mr. Elliott longer than about a year & shall refer you for further information to Andrew Gregg Esqr. of the U.S. Senate & to the speaker of the House of Representatives -- H. Clay Esqr -- Any trouble you may take on his behalf will be gratefully acknowledged by him, and will be considered as a personal favor to myself.

I have received no further information on the subject of the Rules & regulations for the Government of the Army & I fear that the report on that subject of the Secre- tary at War, will come too late for our Legislature to make any use of it this session

Our Legislature is divided in opinion, as to the number of Electors of President & Vice President which we will be entitled to elect at the next election of Electors - unfortunately we can find no Journals of Congress or other authorities to show whether at the last election under the former Census, the rule was the number of Senators & Representatives the state had in Congress at the time of giving the suffrages for President &c or the number, the states were then entitled to have in the next Congress whose terms would commence at the same period with that of the President -- Will you have the goodness to examine & write me as early as possible. how it appears from the Journals & from the opinions of those at head quarters & oblige yours &c
