Sir.

Soon after I had the honor to writing you from Amherstburg, I recd. information that the Enemy intended reinforcing Genl. Harrison by way of the Lake Erie I immediately sailed with the Lady Prevost & Chippawa in Company in hopes to be able to cut them off but they have either not got up so far as Presque Isle or they must have passed before I got on the enemys shore - For I coasted up as near the Land as the very bad weather would permit without ever seeing a boat.

In the evening of the 15th. I reconnoitred Presque Isle when to my surprise I discovered 2 Corvettes with their lower Masts in, and one with the fore rigging over four Gun Boats, & 2 small Schooners, besides which the enemy have a brig & 2 Schooners at Buffalo, on the way to Presque Isle, but they have not got up so far yet.

From the backward state in which I am sorry to stat[e] the Detroit is, the Enemy will have the command on this Lake if a force is not immediately sent to enable me to attack Presque Isle & destroy them before they are ready. From the situation & appearance of the place (for I can get no positive information) a strong force will be requisite at least 500 troops & with them I will get 1000 Indians from Genl Procter, with a proportion of Seamen also from you have no doubt of the success of any attack that may be made.

I need not I hope recapitulate what I have already written you about the Seamen I now have nor point out to you again the absolute necessity of having a few men that can be depended on in the event of [the] proposed expedition that it is of the utmost importance to have the superiority on this Lake as well as on Lake Ontario is too obvious to divert on - nor do I know of any other place to secure it than by re- ceiving immediate reinforcements & making a dash at them at once. Brigr. Genl. Proctor has not the means he has only 4 or 500 Regulars to defend an immense Post, nor could he possibly have held out so long had it not been for the Indians.
