HARRISON TO EUSTIS

(No. 25) Head Quarters Delaware

13th December 1812

Sir,

I have the honor to enclose you a list of the appointment s which I have made of Staff Officers for the North Western Army The list of Quarter Masters was given by Col Morrison who informed me that he could not get through with the duties of his officd without them until the supplies for the Army are all procured and the Army itself more con- centrated, when he will have it in his power to dismiss half of them. I am clearly of opinion that these appointments will not only promote the public service but will prove to have been proper of the score economy. In my letter of the 11th I mentioned the appointment of Mr Bartlett as Field Commissary. I knew that there was no law authorizing expressly such an appointment, but as the provisions are purchased by the Commissary there must be some one to receive and issue them. If subordinate agents had been appointed at each post without a head to whom they should account the public would have been defrauded and the accounts have ex- hibited a Chaos which could never have been understood or arranged. This officer will receive the provisions from all the purchasing agents He will so arrange them as to have a regular supply of all the articles that compose the ration at every place where they are issued. He will receive my orders for Deposits and will at all times be ready to lay before me a complete view of the state of the supplies. Mr Bartlett is a man of talents wealth and reputable connections.

Gov Shelby having applied to me to determin whether three Regiments of Volunteers that served under Gen Hopkins should be dismissed, I have directed it to be done, excepting one Battallion which are to be retained and placed under the command of Col Russel. I have more militia than I want. The Pennsylvania Brigade are under so much insubordination that if I were not afraid of wounding the reputation of the State I would dismiss en Masse. But I shall certainly be obliged to dismiss a part of the Troops and those that are the least useful must be first sent off.
