HARRISON TO EUSTIS No 22 Sir I have the Honor to enclose you Gen Tuppers report of his proceedings in his Expedition to the rapids. Altho the object which he had in view has not been completely accomplished it is probable that the Enemy has been so much alarmed that they will a bandon their object of taking away the Corn if they do not I have directed Gen Winchester and Gen Perkins to ascertain the fact and dislodge them. From the Copies of your letter to the President of the Cincinnati and Kentucky Banks received under Cover from your office this day I pre- sume that funds have been lodged in those institutions to meet the drafts authorised to be drawn upon them. This has relieved Col Morrison from much Embarrasment and will enable him to provide the means of transport- ation for the army. I am sorry to tell you that all my calculations as to the Water transport upon the St Marys and Auglaize Rivers have failed. The Water was too low before the Boats and Perogues were ready our reliance must be now entirely upon pack Horses of which it will require three thousand. Arrangements are made for purchasing them immediately. Gen Winchester has exhibited charges against Genl. Tupper and has requested me to appoint the Court of enquiry for himself. It is to be regretted that he should think either necessary. I had however ordered Gen Tupper in arrest before I knew of his departure for the Rapids and he did receive it until his return. It will not be possible to have either the Court of Enquiry or the Court Martial until the Army unites at the Rapids. Believing that my pre- sence will be much more useful in the rear than in the Front of the army for some time I shall remain here probably until the Troops of this Wing are ready to move to upper Sandusky. I am very much gratified at the promotion of Capt Zachariah Taylor for his conduct at Fort Harrison. Perhaps however that Doctor Clark whose gallant conduct on that occasion deserved the highest commendation, will not escape the attention of the President. I have known him for a long time and am well convinced that he would do Honor to the Service. He has been anxious to obtain an appointment in the line of the army and I hope such merit will not be overlooked. I should have recommended him long since but from my fear that he would be opposed by Mr. Jennings. Capt William Priner of the Indiana iiilitia who served with me in the Campaign on the Wabash was recommended by me for a Captaincy in the Army. I have thought proper to appoint him my Brigade Major, and as perhaps this may not be strictly proper, I must request from you the best appointment in the army which you can give him.
