I have directed that William May and Henry Shaver, apprehended by the Patrol last night upon strong presumptive Evi- dence of creating false Alarms to the Terror of the people and against the peace of the United States should be taken before your Honour to be dealt with as you shall deem meet -

The necessity of some spirited mea- sures to check immediately the riotous dis- orderly Conduct which has so long prevailed in this Town must be so obvious to you Sir that it is needless to observe thereupon.

Lieutenant Wallace who commanded the Guard last night will be capable of giving you every proper Intelligence of the prisoners, And I will add, from general Information, that t..ey are men of very confirmed bad Characters; May particularly
