I have prefered Sir, as a Matter of Accommodation the ordering those Laws of your own Adoption to take Effect for the Suppression of Irregularities complained of, rather than the direct Prohibition by my own Authority. The Experience which I obtain- ed at Vincennes from your Treatment of my Proclamations there had determined me in this Line of Oonduct which I flattered my- self was such as could not have deserved your Censure - I shall Sir submit my Proclamation
with the Reasons which have induced me
to issue it & your Instructions or Sentiments
expressed to Justice McMillen thereupon by
the first Opportunity in Order to prevent as
immediately as possible Consequences that
may prove extremely injurious to Government
